Following on the heels of the BBC feature on the revolutionary growth and availablity of mobile phones in Kenya, OmyNews features a new project-to-be in South Africa's KwaZulu Natal province.  The UmNyango Project of Fahamu, a MobileActive participant, equips rural women in the Province with free text messaging to report on violence against them and their children, and report other abuses.  The project coordinator, Anil Naidoo, says: ""This is the first time in KwaZulu Natal that we know of, where SMS technology has been used to directly empower women in this way.

Abstract: 

The Information Economy Report 2011 demonstrates that effective use of information and communication technologies (ICTs) in both the private and the public sector can significantly contribute to and accelerate progress in private sector development (PSD).

Governments and their development partners should take a holistic and comprehensive approach to leveraging ICTs in PSD, although a review of PSD strategies indicates that this is often not the practice. Similarly, donor strategies often refer to the use of ICTs in PSD in a peripheral manner only, if at all. On its own, new technology will have limited effects on PSD. However, when carefully integrated into policies and processes, ICTs can reduce business costs, promote transparent, rules-based systems, and improve communication between the public and private sector.

Governments need to work with the private sector to create an investment climate and a business environment that encourage the use of ICTs within private firms as well as in government. The potential of ICTs can then be realized, through adequate infrastructure and skills, and a commitment by governments to making markets work effectively. In some areas, there is already considerable experience and evidence to guide policy initiatives. In other areas, where opportunities for ICTs to contribute to PSD have emerged only in the past few years (as in the case of mobile money services), more analysis and testing of different business models is needed to assess potential and identify best practices.

‘Aarogyam’ is a Sanskrit word which means "complete freedom from illness”. Aarogyam is an ICT based responsive system which ensures and involves active participation of all key stakeholders viz. local administration, health facilities and doctors, frontline health workers (ASHA (Accredited Social Health Activists), ANM (Auxiliary Nurse Midwife), and AWW (Angan Wadi Workers)), village heads and beneficiaries, to ensure that a pregnant woman is provided with ANC, PNC and complete immunization throughout the continuum of care.   Aarogyam maintains a village wise database of all the beneficiaries (pregnant/lactating women, children up to 5 years) of an area, which gets continually updated with new data generating on the field with the help of front line health workers. The database thus generated is the backbone of the software system used by Aarogyam. This system generates automated alerts in the form of vernacular voice calls/SMS to the beneficiary thus enabling the beneficiary with vital information at their door step.   The system not only provides beneficiary with the information to be acted upon but also ensures that the services are delivered to the beneficiary by generating automated alerts (vernacular voice calls/SMS) for the ANM and Block level health officials, informing them of due services in their area.

Abstract: 

At the UN Millennium Summit in September 2000, world leaders adopted the Millennium Declaration, committing nations to a new global partnership to reduce extreme poverty and address pressing challenges of hunger, gender inequality, illiteracy, and disease. The year 2015 has been affirmed as the deadline for reaching these Millennium Development Goal (MDG) targets.

 

The goal is to show how an integrated approach to community-level development can translate the international MDG agreements into ground-level breakthroughs throughout rural sub-Saharan Africa. Villages are located in deeply impoverished rural areas that were considered hunger hotspots—with at least 20% of children malnourished. Sites were selected to reflect a diversity of agro-ecological zones, representing a range of challenges to income, food production, disease ecology, infrastructure, and health system development.

 

The Millennium Villages Project is a ten-year initiative spanning two five-year phases. The first phase focuses on achieving quick wins, especially in staple crop production and disease control, and on establishing basic systems for integrated rural development that help communities escape the poverty trap and achieve the MDGs. The Project involves the coordinated community-led delivery of a locally tailored package of scientifically proven interventions for agriculture, education, health, and infrastructure. Over the first five-year phase, interventions are delivered at a modest cost, totaling approximately $120 per capita per year, of which MVP brings about half to complement funds from the host government, the local community, and other partners. The second five-year phase will focus more intensively on commercializing the gains in agriculture and continuing to improve local service delivery systems in a manner that best supports local scale-up.

Abstract: 

Access to basic health  service is limited in rural areas of Bangladesh, where 80% of the total population lives. For instance, 35% of doctors and 30% of nurses are located in four metropolitan districts where only 14.5% of the population lives. Most of the rural people are physically remote from the qualified health care providers. Two major mobile phone service providers in Bangladesh have initiated mobile health care help line service s nationwide as a remedy in this case. Since there is much hope of mobile phones to be used for basic health care services for populations living in rural areas, this research aims to evaluate how far such interventions reached  for the improvement of health care in those communities. Through an interpretive case-based research strategy, our field studies uncover enthusiasm from the rural people towards availing health help line services and the intervention's contribution to improved health-seeking behavior.

Non-profit organization mPowering is developing customized mobile apps to help reach the ultra poor -- people living on less than $2 a day -- and connect them with funding opportunities and programs in the developed world.

Reaching individuals and supplying resources in remote regions has huge challenges. The goal of mPowering is to leverage existing mobile infrastructure to open up channels of access. The organization has ongoing programs in Nepal and India which provide incentives to poor individuals for reporting to school or work, via mobile application. The organization is also working to create a mobile donor app to further connect the poor with funding opportunities.

Before a mobile app can be developed and deployed, the mPowering team conducts field research and partners with local institutions. We spoke with Kamael Ann Sugrim, Co-founder and CEO of mPowering, to find out how an app is developed.

Programs in Nepal and India

The mPowering organization is a year old and currently has two programs underway which utilize mobile apps. In Bhaktapur, Nepal, women earn points for reporting to work, and the points can be redeemed for food, clothing, and medicine.

In Orissa, India, 175 children in the village of Juanga earn points for attending school and can redeem the points for food, clothing, and medicine. Teachers have been supplied with donated Android phones with the mPowering application. Through the app, they can “scan” children in for attendance.

What worked well? : 

Before an mPowering application is developed, such as the one being used in Orissa, the team conducts field research in program locations. Also, parterning has proved key. mPowering employs local individuals to help operate the programs in Nepal and India. The organization also holds training sessions for families and individuals who receive mPowering phones, and supplies phone chargers at check-in locations.

What did not work? What were the challenges?: 

A recurring challenge for mPowering is mobile access and service. In some program locations, service can be limited and it can be difficult to figure out how to collect data via the app. There have been some design challenges, too, which stem from a push versus pull approach.

 


Mobiles for Women, Part Two: The Darker Side

Targeting women with mobile phones and mobile-based projects can bring great benefits and opportunities, as we outlined in Part 1 of our series on women and mobiles. But, there is a “darker side” to this world, which includes changes in gender relations and power dynamic, a potential increase in violence, substitution of money or a change in expenditures, invasion of privacy, and increased control by a male partner.

Changes in Gender Relations and Power Dynamics

When the traditional social dynamic of a household is patriarchal, introducing a mobile phone into the hands of the woman can challenge the existing gender structure. Trina DasGupta, mWomen Programme Director for the GSMA Development Fund, writes in an e-mail to MobileActive.org, “threats to the status quo have sometimes been viewed negatively by community leaders and we have seen examples of this gender discrimination manifesting itself when women gain greater access to empowering tools, such as the Internet or mobile phones.”  

Women themselves may not agree. The GRACE project study in Kenya, for example, finds that women do not perceive mobiles at tools for males. “Unlike our literature review that suggested that the mobile phone is culturally construed as a male tool, the women entrepreneurs did not perceive the phone as such. However, the study does indicate that usage of the phone is culturally construed, with an increase in responsibilities and empowerment for one or other profession socially construed as women’s work.”

A paper by Aramanzan Madanda looks at gender relations and ICT adoption in Uganda (the work will soon be published in book format) and finds that “existing gender structures have been dented and that patriarchy is stressed by adoption of the technologies especially mobile phones leading to transformation of gender relations to an extent.”  

Mobiles for Women. Part 1: The Good.

A village in India last year banned unmarried women from using mobile phones for fear they would arrange forbidden marriages. The village council suspected young men and women were secretly calling one another to arrange to elope. Meanwhile, unmarried men could use mobile phones under parental supervision.

As mobile penetration increases across the developing world, the entry of mobile phones in the hands of women causes reactions. In many cases, mobile phone ownership empowers women in myriad ways: economic gains, increased access to information, greater autonomy and social empowerment, and a greater sense of security and safety.

But, there is a darker side. Targeting women with mobile phones can cause changes in gender dynamics and family expenditures and may relate to increases in domestic violence, invasion of privacy, or control by a male partner.

New Research! How MoTeCH Uses Mobiles for Maternal Health in Ghana

The Grameen Foundation recently released an in-depth report on the state of MoTeCH, a multi-part project that uses mobile technology to send pre- and post-natal health information to Ghanaians and allows community health workers to collect and share health data. Launched in July 2010 in the Upper East Region of Ghana, the system rolled out the next phase of the pilot in April 2011 in the Awutu Senya distract in the Central Region of Ghana. The report, "Mobile Technology for Community Health in Ghana: What It Is and What Grameen Foundation Has Learned So Far," takes an honest look at the progress and challenges the organization has faced while implementing a long-term, large-scale mHealth project.

MOTECH in Ghana has developed two interrelated mobile health services:

“Mobile Midwife” application: This service enables pregnant women and their families to receive SMS or voice messages that provide time-specific information about their pregnancy each week in their own language. This information is a mixture of: Alerts and reminders for care seeking (e.g., reminders to go for specific treatments, such as prenatal care or a tetanus vaccination). Actionable information and advice to help deal with challenges during pregnancy (e.g., tips for saving money for transportation to deliver at a health facility, what is needed for a birthing kit, nutrition information). Educational information, including milestones in fetal development, promotion of good health practices, and songs about breastfeeding. Voice messages are delivered in English or local languages. Two languages of the Upper East Region, Kasem and Nakam, were supported for MOTECH’s first implementation, and two languages of central region, Senya and Fante, will be supported in Awutu Senya. SMS messages are all delivered in English.

Can information delivered over a mobile phone improve someone’s health? Can it improve the quality of care received in a rural clinic? The Mobile Technology for Community Health (MOTECH) initiative in Ghana is a partnership between Ghana Health Service, Grameen Foundation and Columbia University’s Mailman School of Public Health. Funded by a grant from the Bill & Melinda Gates Foundation, the project aims to determine how to use mobile phones to increase the quantity and quality of prenatal and neonatal care in rural Ghana, with a goal of improving health outcomes for mothers and their newborns. The MOTECH system was launched in July 2010 in the Upper East Region; a replication in Awutu Senya district in Central Region will happen in April 2011. Further opportunities for scale across Ghana will be assessed in the second half of 2011. If successful, it is intended that MOTECH will be launched nationally in Ghana, and that this will become a showcase for replications throughout Africa and the world. The software system used in Ghana is available via OpenSource license and can be used for implementing a wide range of mobile health applications.

Mobile Phone ownership in low and middle-income countries has skyrocketed in the past several years. But a woman is still 21% less likely to own a mobile phone than a man. This figure increases to 23% if she lives in Africa, and 37% if she lives in South Asia. Closing this gender gap would bring the benefit of mobile phones to an additional 300 million women. By extending the benefits of mobile phone ownership to women, a host of social and economic goals can be advanced.

Mobile phone ownership provides distinct benefits to women, including improved access to educational, health, business and employment opportunities. Women surveyed across low and middle-incoome countries on three continents believe that a mobile phone helps them lead a more secure, connected and productive life.

Abstract: 

Pulitzer Prize-winning journalist Nicholas Kristof argues that “in this century the paramount moral challenge will be the struggle for gender equality around the world.” In this paper, we present a design model for empowering low income women in the developing world, in ways that cut across individual application areas. Specifically, this model characterizes a possible trajectory for NGOs and women to engage with each other and among themselves – potentially augmented by technology – to help women escape from poverty.

The fieldwork components in this study took place over 15 weeks in three phases, with a total of 47 NGO staff members and 35 socio-economically challenged women in rural and urban India. Interviews and co-design sessions with seven proof-of-concept prototypes showed that women appeared to belong to five distinct stages of “growth” in striving towards independence. We report the technology design lessons from our co-design sessions to illustrate how user readiness, relationship building at the community and family levels, and integration with state, national and international level programs, should be taken into account in the broader context of intervention design.


Putting Community into Mobile Data Collection: SurveySwipe and the State of the Union

Mobile panels. Software as a service. The United States State of the Union adress by the American president. These are things not typically viewed as “sexy,” but the team behind SurveySwipe is trying to change that.

SurveySwipe is a mobile application that allows a user to take simple surveys or participate in live pulse polling. The app is from IdeaScale, a company that provides services for online and mobile crowdsourcing endeavors -- they work with groups from small non-profits to government agencies to large companies and brands.

The company has been doing Software as a Service (SaaS)-based marketing since 2003, or as Rob Hoehn of IdeaScale said, since “before it was cool.” SurveySwipe is a foray into qualitative data analysis and feeback; for our MobileActive.org audience, it is also an example of a creative, two-fold approach to mobile data collection.

Rural health workers in India do not always have the training, credibility or motivation to effectively convince clients to adopt healthy practices. To help build their efficacy, we provided them with messages on mobile phones to present to clients. We present a study which compared three presentations of persuasive health messages by health workers using a phonebased lecture-style message, a phone-based dialogic message that elicits user responses, or no additional aids.

We found that dialogic messages significantly improve the quality of counseling sessions and increase discussion between health workers and clients; however, we did not statistically measure an effect of either phone-based message on health behavioral outcomes. We analyze these results in light of the challenges we faced and compromises we made through the research process due to the interplay of social, cultural and environmental realities, and discuss how these factors affect ICTD projects at large.

We combine data from a field survey with transaction log data from a mobile phone operator to provide new insight into daily patterns of mobile phone use in Rwanda. The analysis is divided into three parts. First, we present a statistical comparison of the general Rwandan population to the population of mobile phone owners in Rwanda. We find that phone owners are considerably wealthier, better educated, and more predominantly male than the general population. Second, we analyze patterns of phone use and access, based on self-reported survey data. We note statistically significant differences by gender; for instance, women are more likely to use shared phones than men. Third, we perform a quantitative analysis of calling patterns and social network structure using mobile operator billing logs. By these measures, the differences between men and women are more modest, but we observe vast differences in utilization between the relatively rich and the relatively poor. Taken together, the evidence in this paper suggests that phones are disproportionately owned and used by the privileged strata of Rwandan society.

Since the devastating earthquake in Haiti in January, thousands of internally displaced persons are living in camps, where it is often not easy to report incidences of violence. An ongoing project from Survivors Connect uses mobile phones to support camp managers and community leaders to protect women and encourage people to report incidences. The project, called Ayiti SMS SOS -- Ayiti comes from the Creole word for Haiti -- allows individuals to submit reports via SMS.

Survivors Connect is an organization that works to enhance anti-trafficking movements around the world through the use of new media and connective technology. Survivors Connect partners with grassroots organizations to incorporate new technology to help improve on-the-ground efforts toward protection, prosecution, and prevention.

Ayiti SMS SOS uses mobile phones to support camp managers and community leaders to protect women and encourage people to report incidences of violence in Haiti. The project allows individuals to submit reports via SMS. Reports are then referred to and responded by partner organizations in Haiti.

Target audience: 

Ayiti SMS SOS is not mass publicized in Haiti. Individuals within targeted camps for internally displaced people in Haiti can send SMS reports of violence. Reports are not limited to issues of human trafficking: any incident of violence, exploitation, rape, sexual assault, or child abuse can be reported by anyone in the targeted areas.

Ayiti SMS SOS uses an offline, peer-to-peer, user-centric approach to help build trust in the SMS system.

What did not work? What were the challenges?: 

One inherent challenge to the Ayiti SMS SOS project is the sensitive nature of the reports, which has an impact on how certain technologies are used. Another challenge is cost: Survivors Connect could not subsidize the cost of the SMS messages, so costs (1 gourde per message, the standard SMS rate in Haiti) are passed on the user.

Abstract: 

Mobile phones are currently used by millions of people around the world. In Africa, mobile phone ownership and use has dispersed at a surprisingly rapid rate across the continent. Recently, there have been multiple and diverse efforts to exploit mobile technologies for purposes of health communication, including collection of health data and provision of health information. Using mobile phones to provide family planning information, however, is a new area that has received almost no attention from health workers.

Recognizing this as a gap and an opportunity, the Mobile for Reproductive Health (m4RH) project was born. The m4RH project is conceptualized as an automated, text-based system that is compatible with any and every mobile phone to maximize reach and access to family planning information via mobile phone. Since this is a new project and mobile phones are a novel method of delivering family planning information, formative research to obtain feedback on the project was carried out in countries where the m4RH project will be piloted in 2010.


The Mobile Minute: Mobile Banking Bonanza, Worldwide ICT Growth, Native Apps on Smartphones

Today's Mobile Minute is focused on mobile money. We've got news about Bharti's financial services in India, Rwanda's new mobile banking guidelines, Digicel's plan for mobile financial services in Haiti, ICT growth from 1998 to 2009, and the popularity of native apps on smartphones. 

  • Digicel, a Caribbean telecom, announced they will launch a mobile banking pilot project in Haiti, starting this October. The pilot will allow users to transfer funds and give and receive cash via mobiles.
  • ICT4Dblog charted how ICTs have grown around the world, ranking mobile, Internet, and broadband growth over an 11-year period. The site then looked at how these numbers show the digital gap between rich and poor countries, and then reported on: "digital lag: the time gap between a given average ICT penetration level in the poorest countries, and the year that was achieved in the richest countries. Current digital lag is just under 10 years for mobile, and something like 14-15 years for Internet. For broadband, it’s just over 10 years but the figures are so low that this may not be meaningful."
