Abstract: 

We combine data from a field survey with transaction log data from a mobile phone operator to provide new insight into daily patterns of mobile phone use in Rwanda. The analysis is divided into three parts. First, we present a statistical comparison of the general Rwandan population to the population of mobile phone owners in Rwanda. We find that phone owners are considerably wealthier, better educated, and more predominantly male than the general population. Second, we analyze patterns of phone use and access, based on self-reported survey data. We note statistically significant differences by gender; for instance, women are more likely to use shared phones than men. Third, we perform a quantitative analysis of calling patterns and social network structure using mobile operator billing logs. By these measures, the differences between men and women are more modest, but we observe vast differences in utilization between the relatively rich and the relatively poor. Taken together, the evidence in this paper suggests that phones are disproportionately owned and used by the privileged strata of Rwandan society.

Abstract: 

This paper presents the results from a quantitative impact study of the Grameen/MTN Village Phone in Rwanda, which was conducted between June 2006 and August 2007. We find that the introduction of a Village Phone had a substantial impact on reported access to telecommunications for local entrepreneurs.

While the introduction of phones did not follow the intended randomized design, we compare the changes observed in 94 study communities that received the phones to the 284 that did not. We find that the placement of a Village Phone in a community was associated with both an increased use of phones to transmit news and a greater propensity for farmers to arrange their own transit.

Despite this improvement in access to telephony, the actual prices received by farmers were not affected. Impacts at the household level were muted by the relatively small size of Village Phone businesses and airtime usage rates, implying that profits must be transferred from other sources to pay off the phone in six months. Reported labor time in household enterprise increased dramatically for Village Phone operators, but positive impacts on consumption or overall business profits were not found.

Abstract: 

This paper will examine new applications of mobile and wireless technologies to the challenges of public health in the developing world, particularly the Least Developed Countries (LDCs). After a brief review of initiatives underway in Africa and India, the bulk of the paper will describe a national HIV/AIDS information system currently under development in Rwanda.

This system relies on a combination of internet technology and traditional telephony (both fixed and wireless) to connect even the most remote rural health clinics. Potential merits of this system will be examined in light of Heeks’ (2002) review of information systems projects in developing nations. This analysis will suggest that certain fundamental properties of wireless/mobile technologies are likely to increase the efficacy, scalability, and sustainability of public health information systems in low teledensity settings.

The paper applies both to the “mobile technologies for disadvantaged persons” as well as to the “doctors communicating with doctors” tracks. However, given the severity of the HIV/AIDS pandemic, and given its particular impact on the LDCs, it is important to consider these applications as critical tools in what can only be described as one of the biggest and most protracted “health care emergencies” the world has ever confronted.

Abstract: 

Liberia is a country emerging from years of protracted and devastating civil conflict. Left without any fixed line telephone infrastructure, it relies solely on the mobile phone for telephony. This study investigates the usage of mobile phones in this immediate post-conflict setting. In particular, the authors adopt the uses and gratification approach to media research, giving focus to both instrumental and intrinsic motivations for use. Mobile phone users in both the capital city of Monrovia and in various rural areas were surveyed using the Q methodology, which identified distinct perspectives within these urban and rural groups. Participants were then sorted into groups where each group contained users with similar perspectives on their mobile phones. These identified groups included sets of users who saw their phones as productivity enhancers, means of connectivity to family and friends, essential business tools, technological curiosities, and sources of personal security. The idea of a phone as a stylish object was markedly rejected, especially in rural areas. We contrast these Q-sort results from Liberia with previous work from Kigali, Rwanda, finding differences especially as related to security.

Efficient electronic medical record (EMR) storage and retrieval
systems for treating the millions of HIV/AIDS and tuberculosis
(TB) patients in the developing world is largely an unsolved
problem. One attempt at addressing this need is the Open Medical
Record System (OpenMRS) – a framework that provides a free
and flexible EMR system for resource-constrained environments.
Although OpenMRS is a step in the right direction, implementers
of such systems face a question that is largely unanswered by
previous work. Where in the existing paper-based workflow can
such plastic technology be injected and how does one evaluate the
efficacy of this intervention?
