Grameen Village Phone Ladies: Unplanned Obsolescence After A Window of Opportunity?

Grameen Foundation's Village Phone program has long been touted as the poster child for using mobiles in the economic empowerment of poor women. The program gives villagers in Bangladesh-- and now in several other countries -- access to microcredit to buy a mobile phone that can then be rented to other villagers who do not have a mobile of their own.

Much has been written about Village Phones in the media and in research reports, often describing in glowing terms the economic impact and gain in social status that the women in the program have achieved. Yet, most of these studies are fairly old at this point, predating the exponential growth of mobiles around the world.

Now questions are being raised in some mainstream media about whether renting out minutes on mobile phones is economically beneficial to the so-called village phone operators -- at a time when mobiles have become so much more ubiquitous, even in remote rural areas.

Abstract: 

The Information Economy Report 2011 demonstrates that effective use of information and communication technologies (ICTs) in both the private and the public sector can significantly contribute to and accelerate progress in private sector development (PSD).

Governments and their development partners should take a holistic and comprehensive approach to leveraging ICTs in PSD, although a review of PSD strategies indicates that this is often not the practice. Similarly, donor strategies often refer to the use of ICTs in PSD in a peripheral manner only, if at all. On its own, new technology will have limited effects on PSD. However, when carefully integrated into policies and processes, ICTs can reduce business costs, promote transparent, rules-based systems, and improve communication between the public and private sector.

Governments need to work with the private sector to create an investment climate and a business environment that encourage the use of ICTs within private firms as well as in government. The potential of ICTs can then be realized, through adequate infrastructure and skills, and a commitment by governments to making markets work effectively. In some areas, there is already considerable experience and evidence to guide policy initiatives. In other areas, where opportunities for ICTs to contribute to PSD have emerged only in the past few years (as in the case of mobile money services), more analysis and testing of different business models is needed to assess potential and identify best practices.

Instead of embracing community solutions that offered shared access to information, many poor people have been willing to pay large sums and others have documented, sometimes more than 50% of their disposable income) for personal access to communication tools.

Presented with a model that extends connectivity into many poor communities without government subsidy, often turning a profit (and thus being sustainable), the development community is rightly looking for ways to build tools that leverage these platforms to promote economic and community development.

The report entitled  "Innovative ways of appropriating mobile telephony in Africa" is published by the French Ministry of Foreign and European Affairs and the International Telecommunication Union (ITU).

The democratization of mobile telephony in Africa, its availability, ease of use and, above all, the extent to which it has been appropriated by the public, have made it a major success story. Very low-income populations are not only actively demanding access to mobile telephone services but also innovating by creating the functions and applications they can use. Development is thus happening “from the bottom up” and an entire economy, both formal and informal in nature, has come into being to meet people’s needs. Many different actors – private, public, NGOs – are now mobilized.

Operators and manufacturers have successfully changed their economic model and adapted their products and applications to allow access to services at affordable prices. NGOs have in addition created a range of messaging- based services in different sectors. However, the future evolution of mobile telephony is not clear. A range of different approaches will co-exist, from SMS up to full Internet capacity, including experimental initiatives using smart phones and “netbooks”. Falling costs will lead to an increase in the number of phone devices with data receiving capacity.

Individuals and companies involved in creating services or applications for development will need to take account of their users’ demographics and incomes, as well as the pricing systems of telecommunication companies in countries where they wish to operate. In this, states and regulating authorities have grasped the crucial role which they must play in promoting an investment-friendly environment with the goal of achieving universal access and stimulating innovation – key factors in achieving a “critical mass” of users.

The advent on the African continent of high-capacity links via submarine cables will change the ground rules and force operators to seek new sources of revenue. The inventiveness that has already been evident in mobile voice telephony will be needed once again if the “mobile divide” (in terms of costs, power supply, and so on) is not to widen.

This report takes stock of developments in this sector, which is crucial to Africa’s economic development, and suggests a number of possible directions it might take.

Abstract: 

We examine the growth of mobile phone technology over the past decade and consider its potential impacts upon quality of life in low-income countries, with a particular focus on sub-Saharan Africa. We first provide an overview of the patterns and determinants of mobile phone coverage in sub-Saharan Africa before describing the characteristics of primary and secondary mobile phone adopters on the continent.

We then discuss the channels through which mobile phone technology can impact development outcomes, both as a positive externality of the communication sector and as part of mobile phone-based development projects, and analyze existing evidence.

While current research suggests that mobile phone coverage and adoption have had positive impacts on agricultural and labor market efficiency and welfare in certain countries, empirical evidence is still somewhat limited. In addition, mobile phone technology cannot serve as the “silver bullet” for development in sub-Saharan Africa. Careful impact evaluations of mobile phone development projects are required to better understand their impacts upon economic and social outcomes, and mobile phone technology must work in partnership with other public good provision and investment.

Research has shown that traditional Internet has not been successful in alleviating social exclusion in developing country. Since a significant number of the population in developing countries use mobile phones, others have suggested that mobile internet may be the solution to the problem. However, to date there has not been empirical studies in developing countries to explore that possibility. This study aims therefore to explore whether the mobile Internet may be a viable option for addressing social exclusion in a developing country context. Data for the study was gathered using semi-structured interviews with socially excluded individuals and the data was analysed using thematic analysis. The findings of the study show that usage of mobile internet amongst the socially excluded is low mainly because internet-capable cell phones are still beyond the reach of the socially excluded and because of limited awareness of what mobile internet is and what it can achieve. The study also shows that while mobile internet has significant impact in addressing exclusion from social participation, its impact on economic as well political dimensions of exclusions is still limited.


Beware the Foreign Expert; Or Why Coded In Country and Local Tech Capacity is the Way to Go

As fair warning, this post is part rant, part confession, part promotion (see links below!), and part call to action for increased investment in local innovation in low- and middle-income countries.

I spend a good deal of my time raising money, working on budgets, and generally championing open source software designed to be used by health workers in low-income countries.   Most of this ‘eHealth’ software ends up being developed by extremely talented and dedicated software developers from the United States and other wealthy countries. I spend a relatively small portion of my time trying support and strengthen local software development capacity. 

For example, we’re working with a small, all Tanzanian innovation company called ITIDO.  While equally talented and motivated, ITIDO’s staff has less training and, consequently, less expertise than those of the organizations I’m affiliated with. However, it’s hard to shake the feeling that in the long run, Tanzania needs successful ITIDOs more than it needs organizations I’ve helped create.  It seems that a well-functioning ITIDO is more likely to build lasting, relevant, solutions that will actually be used in Tanzania.  

A key challenge is time. We often feel the need to deliver results in a few months.  And, indeed, there is no time to waste in developing and deploying technologies that have the potential to improve desperately needed healthcare.  Given limited funds and the need to deliver quickly, the most efficient approach is almost always to go with highly experienced software developers.  And this becomes more and more true once you start building software with one group of experts.  The people who know the current software best are the ones who can most quickly extend it.  Capacity building takes time.

One approach we advocate is establishing a “Coded in Country” (CIC) label for software, akin to a Fair Trade label for projects. There is ongoing discussion about the best definition of CIC, and if there should be an official certification process, but the original idea was that a software application or module is CIC if at least half of the money goes into local development. CIC nodes will provide capacity strengthening and opportunities for international exposure to talented local developers. The idea has generated a good deal of enthusiasm from many groups, especially those deploying eHealth software for use in Sub-Saharan countries in Africa.

Due to the increasing penetration of mobile phones even in poor communities, mobile-phone-enabled banking (m-banking) services are being increasingly targeted at the “unbanked” to bring formal financial services to the poor. Research in understanding actual usage and adoption by this target population, though, is sparse. There appear to be a number of issues which prevent low-income, low-literate populations from meaningfully adopting and using existing m-banking services.

This paper examines variations across countries in adoption and usage of existing m-banking services by low-literate, low-income individuals and possible factors responsible for the same. It is observed that variations are along several parameters: household type, services adopted, pace of uptake, frequency of usage, and ease of use. Each of these observations is followed by a set of explanatory factors that mediate adoption and usage.

The authors study the economic effects of the roll-out of mobile phone network coverage in rural South Africa, addressing identification issues which arise from the fact that network roll-out cannot be viewed as an exogenous process to local economic development.

The authors combine spatially coded data from South Africa's leading network provider with annual labor force surveys, and use terrain properties to construct an instrumental variable that allows us to identify the causal effect of network coverage on economic outcomes under plausible assumptions. 

The study finds substantial effects of cell phone network roll-out on labor market outcomes with remarkable gender-specific differences. Employment increases by 15 percentage points when a locality receives network coverage. A gender-differentiated analysis shows that most of this effect is due to increased employment by women. Household income increases in a pro-poor way when cellular infrastructure is provided.

This paper focuses on how this intermingling of lives and livelihoods, as mediated by the mobile phone, figures into the micro-processes of economic development. It neither broadly elaborates the core contributions of mobile phone use to economic development (synchronizing prices, expanding markets, reducing transport costs, etc.), nor suggests that one kind of mobile use is more important than another. Instead, it argues simply for a perspective on work and on livelihoods that is broad enough to account for (and perhaps even take advantage of) the social processes surrounding these activities. Analysts, policymakers, and technologists interested in the application of Mobiles for Development (M4D) should not ignore the way mobiles blur livelihoods and lives; the developmental and nondevelopmental uses of the mobile are not in competition, nor are they always distinguishable. Instead, the uses of mobiles for developmental and non-developmental purposes are often interrelated and sometimes mutually reinforcing. The social functions of the mobile (in matters of connection and self-expression) are helping drive its widespread adoption, and these same functions inform the very behaviors that make the mobile a tool for economic development.

The positive implications of landline telecoms infrastructure and, more recently, of mobile communications on
economic growth in the developed world have long been acknowledged, with numerous studies analysing the
issue. Now that most of the developed world has reached high penetration levels of mobile phones, both current
growth patterns and future projections suggest that virtually all of the mobile industry’s new customers in the
coming years will come from developing countries. In fact, as of 2007, there were more mobile customers in
developing countries than in the entire developed world (ITU).
What impact are mobile phones having on developing countries and are user experiences and overall impacts
unique or similar to those of developed countries? While it might seem intuitive to just extrapolate from the results
of earlier studies in developed countries, the developing world is in fact leap-frogging the developed world when
it comes to mobile communication and its many uses. The implications of this technology on daily life in
developing countries appear to be more far-reaching than they were in the earlier developed country rollouts. For
example, studies have demonstrated that mobile technology is driving improvements in social links, the creation
of social capital, improved market information flows and productivity, as well as increases in GDP and Foreign
Direct Investment.
This report surveys recent research and highlights the top studies in this area based on content, relevance,
originality and credibility. While it is not an exhaustive and scientifically developed list, it illustrates the work that
we feel is most important at the moment and highlights key conclusions on the impact of mobile technology in
developing countries.
Further, while the existing research is valuable in understanding the impacts, the literature is still limited in its
coverage and scope. We therefore recommend additional research to expand evidence and knowledge, particularly
with respect to basic economic studies, prospective applications and the needs of users around financial services.
We also call on stakeholders such as mobile operators, governments, industry groups, foundations and
development organisations to play their part in improving information sharing, increasing research and driving
developments in these countries.
Finally, we provide information on additional research on impacts and policy issues, as well.


Improving Livelihoods and Incomes With Mobile Phones

Telecom TV has a short report on “Market Intelligence: How Mobiles are Helping Farmers and Fishermen.” The reports covers KACE, the Kenya Agricultural Commodity Exchange. Of course, there is also a short segment on the famous fisherman of Kerala, studied in the seminal study by Robert Jensen that he conducted in Kerala from 1999 to 2001 in MIT's Quarterly Journal of Economics. The study definitively showed the increase in income for fishermen and decrease of consumer prices of fish upon the introduction of mobile phones.  The video is here.

New Report Looks at Economic Benefits of Mobile Phones

A new report, Perceived economic benefits of telecom access at the Bottom of the Pyramid in emerging Asia, takes a new look at the effect of mobile phones on the lives of people at the so-called 'bottom of the pyramid.' The report, published by LIRNEasia, states that although anecdotal evidence shows that mobile phones are economically beneficial to base-of-the-pyramid users, there is little empirical evidence to reinforce this claim. The authors conducted a study on mobile phone usage in five Asian countries and used the results to analyze the benefits -- economic and otherwise -- of mobiles on users at the bottom of the pyramid.

There is a plethora of small studies and anecdotal evidence that show the economic impact of mobile phones on small groups or communities of users, such as studies of fisherman in Porto da Manga, Brazil, and Moree, Ghana.

Mobile Phones Vital In Global Development

Mobile phones help to decrease the gap between rich and poor nations, and spur economic development, says a UN Report.

In its annual Information Economy Report, UNCTAD, the UN Conference on Trade and Development says that mobile phone subscribers have tripled in developing countries over the last five years, and now make up 58 percent of mobile subscribers worldwide.

"In Africa, where the increase in terms of the number of mobile phone subscribers and penetration has been greatest, this technology can improve the economic life of the population as a whole," the report said.

But while UNCTAD said the revolution in information and communication technology was spreading to the developing world, more had to be done to make sure poorer countries benefited from the opportunities in growth and development.

Africa has seen the greatest rise in mobile use subscriptions have quadrupled since 2001, and last year they hit 200 million - an average of more than 20 cell phones for every 100 people.

The Ubiquitous Power of Cellphones: Jasson Urbach, South Africa

Technology that has been taken for granted by people in wealthy countries is making life easier and safer for many poor in developing countries.

The rapid spread of cellular telephones in many African countries has been a remarkable and unexpected phenomenon particularly when one considers the high levels of poverty and social turmoil that occurs in many of these countries. Last year the Enterprise Africa! team visited Botswana in order to document the poverty alleviating aspects of the cellular telephone. Technology that has long been taken for granted by people in wealthy countries is making life easier, safer, and more prosperous for many, including the poor in developing countries. A result of the rapid diffusion of this technology is the creation of a vast number of jobs and enterprises, enabling many Africans to escape the poverty trap.

The most obvious benefit of cellular telephones is that they provide access to communication where none existed before. Families in remote areas, and farmers and businesses that could not afford or even obtain fixed lines, are now able to talk with loved ones, receive orders, schedule deliveries, and make appointments. Mobile phones were an immediate success, even in areas that already had access to landlines, because in addition to connectivity they offered services like itemised billing, prepaid or contract options, and other value-added services.
