Crowdsourcing, simply referring to the act of outsourcing a task to the crowd, is one of the most important trends revolutionizing the internet and the mobile market at present. This paper is an attempt to understand the dynamic and innovative discipline of crowdsourcing by developing a critical success factor model for it. The critical success factor model is based on the case study analysis of the mobile phone based crowdsourcing initiatives in Africa and the available literature on outsourcing, crowdsourcing and technology adoption. The model is used to analyze and hint at some of the critical attributes of a successful crowdsourcing initiative focused on socio-economic development of societies. The broader aim of the paper is to provide academicians, social entrepreneurs, policy makers and other practitioners with a set of recommended actions and an overview of the important considerations to be kept in mind while implementing a crowdsourcing initiative.

Abstract: 

Baseline under five child mortality in Sauri, Kenya as of 2005 was estimated to be 148 deaths per 1000 live births. By 2008, the rate had dropped to 81 deaths per 1000 live births due to Millennium Village Project (MVP) interventions. A review of child deaths revealed that among other causes, such as malaria, acute febrile illnesses, diarrheal illnesses and HIV, malnutrition contributed to more than 50% of all child deaths. Community health workers (CHWs) led several interventions, namely community-based management of acute malnutrition, home-based testing for malaria and diarrheal illnesses and immediate dispersal of appropriate treatments.

To support these interventions, MVP ran a pilot project where CHWs were equipped with mobile phones to use SMS text messages to register patients and send in their data with the goal of improving child health and empowering community health workers. This report seeks to detail the methods used, illustrate early results and initial findings of the ChildCount mHealth platform that CHWs have now been using since early July of 2009.

Abstract: 

This study reports results of an ethnographic action research study, exploring mobile-centric internet use. Over the course of 13 weeks, eight women, each a member of a livelihoods collective in urban Cape Town, South Africa, received training to make use of the data (internet) features on the phones they already owned. None of the women had previous exposure to PCs or the internet. Activities focused on social networking, entertainment, information search, and, in particular, job searches. Results of the exercise reveal both the promise of, and barriers to, mobile internet use by a potentially large community of first-time, mobilecentric users. Discussion focuses on the importance of selfexpression and identity management in the refinement of online and offline presences, and considers these forces relative to issues of gender and socioeconomic status.

Abstract: 

Cellphones have the potential to improve education for the millions of underprivileged users in the developing world. However, mobile learning in developing countries remains under-studied. In this paper, we argue that cellphones are a perfect vehicle for making educational opportunities accessible to rural children in places and times that are more convenient than formal schooling. We carried out participant observations to identify the opportunities in their everyday lives for mobile learning. We next conducted a 26-week study to investigate the extent to which rural children will voluntarily make use of cellphones to access educational content.

Our results show a reasonable level of academic learning and motivation. We also report on the social context around these results. Our goal is to examine the feasibility of mobile learning in out-of-school settings in rural, underdeveloped areas, and to help more researchers learn how to undertake similarly difficult studies around mobile computing in the developing world.

Abstract: 

In many developing countries such as India and China, low educational levels often hinder economic empowerment. In this paper, we argue that mobile learning games can play an important role in the Chinese literacy acquisition process. We report on the unique challenges in the learning Chinese language, especially its logographic writing system. Based on an analysis of 25 traditional Chinese games currently played by children in China, we present the design and implementation of two culturally inspired mobile group learning games, Multimedia Word and Drumming Strokes. These two mobile games are designed to match Chinese children’s understanding of everyday games. An informal evaluation reveals that these two games have the potential to enhance the intuitiveness and engagement of traditional games, and children may improve their knowledge of Chinese characters through group learning activities such as controversy, judgments and self-correction during the game play.

Abstract: 

Presented here is an overview of the operational needs of NGOs and CBOs and the role information systems can play to increase their accountability and efficiency. Information systems need to fit the diverse operational needs of NGOs and CBOs, which include coordinating activities, training and monitoring staff, documenting results, accounting, reporting, decision making and learning, acquiring external information and encouraging community participation.

Unfortunately, there are gaps in information systems that impede the ability of NGOs to embrace ICT. To name a few, the lack of open, accessible, cross-platform mobile development tools, limited opportunities and resources provided to local small software companies to engage with NGOs, and the lack of long distance networking technologies to reach remote locations.

Two examples of technologies that were applied successfully are shared: Self Help MIS, an application to monitor activities of small microfinance organizations and credit groups and DigitalICS, an application for data collection used by agricultural cooperatives.  The author stresses that ICTs should be viewed as a tool to allow local change agents to be more effective and accountable and shows how computing is able to support local organizations by inspiring innovation, implementation and dissemination of projects, and measuring impact.


Cloud-Based SMS Solutions: Technology Salon

We had another great Technology Salon today, this time on Cloud-based SMS applications that showcased four interesting applications -- ChildCount+, Jokko, Happy Pill, and Patatat. And, in big news of the day, Matt Berg succeeded in breaking the Tech Salon cardinal rule of no slideshow presentations (and I am making it public knowledge in case someone needs ammunition in the future).

The rapid adoption of mobile technology by end users has also resulted in a corresponding proliferation of pilot projects around the world. A number of projects discussed in this Salon have cross-over potentials not just across borders, but even across sectors. I arrived in Niger three months ago to help the Concern Worldwide country team scale up and roll out an emergency program to respond to the emerging food crisis.  It’s hard to say when exactly this shifted from an “impending crisis” to a real humanitarian emergency, but we are there now. And we are putting every bit of the planning this team has done since December to the test. The official Food Security survey of April 2010 states that there are 7.1 million people facing hunger: 3.3 million of those are considered to be facing extremely food shortages and unable to feed their families’ without help.  Concern’s program is in Tahoua, the second worst affected part of the country.

Every day, we are working at maximum capacity on initiatives to prevent rates of malnutrition from reaching emergency thresholds.  We are distributing seed packs and fertilizer to help families plant crops in time for the next harvest; providing nutrition support to children under five, pregnant women and mothers; and are launching an innovative use of mobile phone technology (and manual transfers) to distribute emergency cash to the most vulnerable women. We have high hopes for this program—and we are starting to see its great potential. What we are doing sounds easy when I write it, but delivering aid in Niger is anything but easy.

Abstract: 

Kenya was one of the first countries to use mobile phones for cash transfers; through a service called M‐PESA, developed by Safaricom Limited. Concern Worldwide has pioneered the use of M‐PESA for emergency cash transfers in Kenya. This paper highlights Concern’s experience, which shows that despite initial software and logistical challenges, mobile phone technology offers a unique and empowering approach to efficiently deliver assistance to the most vulnerable people living in insecure and remote rural areas.

Experience also shows that cash transfers are a better option than food distributions in areas where adequate supplies of food are locally available. In addition, the partnership between Concern and Safaricom demonstrates that the private sector has significant and unique abilities to enhance the effectiveness of emergency response, and more importantly they can do so while maintaining their core business principles. The case study also demonstrates how technology can empower poor, marginalised and vulnerable people.

In short, the goal of “broadband connectivity for everyone” has been shelved in favor of cutting back to the minimum possible standard telephone ser- vice in the mistaken belief that this is the cheapest way to provide connectivity. This compromise is particularly tragic given recent advances in wireless technology, which make running a copper line to an analog telephone far more expensive than broad- band wireless Internet connectivity. Rather than backpedal on the goal of connecting everyone, society should be thinking, How can we establish the kernel of a user network that will grow seamlessly as the village’s economics develop? In other words, what is the basis for a progressive, market-driven migration from government seed services—e-governance—to universal broadband connectivity that local users will pay for?

DakNet, an ad hoc network that uses wireless technology to provide asynchronous digital connectivity, is evidence that the marriage of wireless and asynchronous service may indeed be that kernel—the beginning of a road to universal broad-band connectivity. Developed by MIT Media Lab researchers, DakNet has been successfully deployed in remote parts of both India and Cambodia at a cost two orders of magnitude less than that of traditional landline solutions. Villagers now get affordable Internet services—and they’re using them. As one man in a small village outside of New Delhi remarked, “This is better than a telephone!”

Projet Alphabétisation de Base par Cellulaire (ABC), conceived of and spearheaded by Tufts University professor Jenny Aker, uses mobiles phones as tools to aid in adult literacy acquisition in rural Niger. 

Adult literacy in rural areas faces an inherent problem.  In Niger, for example, there are no novels, newspapers, or journals in native languages like Hausa or Zarma.  The 20% of Nigériens who are literate are literate in French.  The vast majority of rural villagers have struggled to maintain their livelihoods since time immemorial without ever knowing how to read a single word. What’s the point of literacy if there is no need for written materials?

Due to the increasing penetration of mobile phones even in poor communities, mobile-phone-enabled banking (m-banking) services are being increasingly targeted at the “unbanked” to bring formal financial services to the poor. Research in understanding actual usage and adoption by this target population, though, is sparse. There appear to be a number of issues which prevent low-income, low-literate populations from meaningfully adopting and using existing m-banking services.

This paper examines variations across countries in adoption and usage of existing m-banking services by low-literate, low-income individuals and possible factors responsible for the same. It is observed that variations are along several parameters: household type, services adopted, pace of uptake, frequency of usage, and ease of use. Each of these observations is followed by a set of explanatory factors that mediate adoption and usage.

Abstract: 

Due to the increasing penetration of mobile phones even into poor communities, mobile payment schemes could bring formal financial services to the “unbanked”. However, because poverty for the most part also correlates with low levels of formal education, there are questions as to whether electronic access to complex financial services is enough to bridge the gap, and if so, what sort of UI is best.

In this paper, we present two studies that provide preliminary answers to these questions. We first investigated the usability of existing mobile payment services, through an ethnographic study involving 90 subjects in India, Kenya, the Philippines and South Africa. This was followed by a usability study with another 58 subjects in India, in which we compared non-literate and semi-literate subjects on three systems: text-based, spoken dialog (without text), and rich multimedia (also without text). Results confirm that non-text designs are strongly preferred over text-based designs and that while task- completion rates are better for the rich multimedia UI, speed is faster and less assistance is required on the spoken-dialog system.

Suraj Wahab is passionate about cookstoves. Indeed, efficient charcoal burning stoves like those made by his company, Toyola Energy Limited, offer a lot to be passionate about.

For hundreds of thousands of families in Ghana who cook using traditional methods, these simple metal and clay devices provide a cleaner, safer, more efficient way to prepare their daily meals, while also reducing greenhouse gas emissions and deforestation. The stoves are sold in markets and door-to-door by Toyola “evangelists”, individuals who record each sale in a notebook and then are paid on commission. With 50,000 stoves projected to be sold this year and double that possible in 2010, the paper records are becoming increasingly difficult to maintain.

Abstract: 

In the context of the rapid growth of mobile phone penetration in developing countries, mobile telephony is currently considered to be particularly important for development. Yet, until recently, very little systematic evidence was available that shed light on the developmental impacts of mobile telecommunication.

The Information and Communication Technology for Development (ICT4D) program of the International Development Research Centre (IDRC), Canada, has played a critical role in filling some of the research gaps through its partnerships with several key actors in this area.

The objective of this paper is to evaluate the case of mobile phones as a tool in solving development problems drawing from the evidence of IDRC supported projects. IDRC has supported around 20 projects that cut across several themes such as livelihoods, poverty reduction, health, education, the environment and disasters. The projects will be analyzed by theme in order to provide a thematic overview as well as a comparative analysis of the development role of mobile phones. In exploring the evidence from completed projects as well as the foci of new projects, the paper summarizes and critically assesses the key findings and suggests possible avenues for future research.

The authors explore the impact of access to information on poor farmers' consumption. The analysis combines spatially coded data on mobile phone coverage with household panel data on farmers from some of the poorest areas of the Philippines.

Both the ordinary least squares and instrumental variable estimates indicate that purchasing a mobile phone has a large, positive impact on the household-level growth rate of per capita consumption. Estimates range from 11 to 17 percent, depending on the sample and the specification chosen.

The authors perform a range of reliability tests, the results of which all suggest that the instruments are valid. They also present evidence consistent with the argument that easier access to information allows farmers to strike better price deals within their existing trading relationships and to make better choices in terms of where they choose to sell their goods.

Due partly to costly information, price dispersion across markets is common in developed and
developing countries. Between 2001 and 2006, cell phone service was phased in throughout Niger, providing an alternative and cheaper search technology to grain traders and other market actors. We construct a novel theoretical model of sequential search, in which traders engage in optimal search for the maximum sales price, net transport costs. 

The model predicts that cell phones will increase traders’ reservation sales prices and the number of markets over which they search, leading to a reduction in price dispersion across markets.  To test the predictions of the theoretical model, we usea unique market and trader dataset from Niger that combines data on prices, transport costs, rainfall and grain production with cell phone access and trader behavior.  We first exploit the quasi-experimental nature of cell phone coverage to estimate the impact of the staggered introduction of information technology on market performance. 

The results provide evidence that cell phones reduce grain price dispersion across markets by a minimum of 6.4 percent and reduce intra-annual price variation by 10 percent.  Cell phones have a greater impact on price dispersion for market pairs that are farther away, and for those with lower road quality. This effect becomes larger as a higher percentage of markets have cell phone coverage.  We provide empirical evidence in support of specific mechanisms that partially explain the impact of cell phones on market performance. 

Robustness checks suggest that the results are not driven by selection on unobservables, nor are they solely a result of general equilibrium effects.  Calculations of the four-firm concentration index suggest that the grain market structure is competitive, so the observed reductions in price dispersion are not due to greater market collusion.  The primary mechanism by which cell phones affect market-level outcomes appears to be a reduction in search costs, as grain traders operating in markets with cell phone coverage search over a greater number of markets and sell in more markets.  The results suggest that cell phones improved consumer and trader welfare in Niger, perhaps averting an even worse outcome during the 2005 food crisis.

Abstract: 

This paper looks at the diffusion and applications of mobile phone technology in education in Asia and Africa, compared to North America. It indicates that Asian distance education can be the global leader in the development of educational uses for the mobile phone; and it considers the potential for mobile learning in Africa and other developing regions. The paper concludes that it would be a  disservice to learners and instructors if Asia and Africa were to cast their lot with web-based learning. By comparison, mobile phone technology is widespread, easy to use, and familiar to learners and instructors.

This paper presents a development paradigm for Ethiopia, based on appropriate services and innovative use of mobile communications technologies via applications tailored for sectors like business, finance, healthcare, governance, education and infotainment.

The experience of other developing countries like India and Kenya is cited so as to adapt those to the Ethiopian context. Notable application areas in the aforementioned sectors have been outlined. The ETC ‘next generation network’ is taken into consideration, with an emphasis on mobile service offering by the Telco itself and/or third party service providers. In addition, enabling technologies like mobile internet, location-based systems, open interfaces to large telecom networks, specifically service-oriented architecture (SOA), Parlay/JAIN and the like are discussed.

The paper points out possible endeavors by such stakeholders like: telecom agencies and network operators; businesses, government and NGOs; entrepreneurs and innovators; technology companies and professionals; as well as researchers and academic institutions. ICT4D through mobile services and their role in bridging the digital divide by building a virtual ‘network economy’ is discussed.

To deal with these challenges, information has become a critical input to farming operations: faced with rapidly changing conditions, farmers need market information, timely technical advice, and alerts on new and improved techniques. There are currently few sources for reliable, timely knowledge. Television and radio have achieved remarkable penetration in rural areas and stand as an effective means of information dissemination. However, without a platform to discuss, debate, and relate personal experience, information is not actionable.

Social software - email, blogs, wikis, forums, and social networks - has revolutionized how people learn and share expertise on the web, but the Internet and its associated access technologies (broadband connectivity, PCs) are out of reach for much of rural India. Even if Internet-connected PCs were available, widespread usage is constrained by language and literacy barriers. But while computers are unaffordable or unfamiliar to rural communities, mobile phones are not.

Brief description of the project: 

Avaaj Otalo is a "voice-based community forum" that connects farmers in Gujarat, India to relevant and timely agricultural information over the phone. Farmers call up a phone number, and then navigate through audio prompted menus to ask questions, listen to answers to similar questions, and listen to archives of a popular radio program for Gujarati farmers. The number farmers can call is toll-free.

Target audience: 

Farmers in Gujarat, India. Current pilot is focused on 80 farmers, but expanding to include 50,000 farmers all throughout Gujarat.

What worked well? : 

First and foremost, Avaaj Otalo has extended a one-way radio broadcast program into a community forum, where users can input questions, and even answer questions from others. DSC records its radio broadcasts offline and sends it to the radio station for broadcast, so a way to input questions was not available before Avaaj Otalo.

Avaaj Otalo's audio portal started with a lot of content--DSC's radio broadcast archives. Neil Patel, developer for Avaaj Otalo thinks this was crucial in building user base, as it provided useful information for initial information--and bootstrapped the availability of informative content on the portal. Being tightly coupled with a radio broadcast also means that as Avaaj Otalo expands, it will have a readily available mouthpiece and advertisement mechanism to grow its user base.

The idea of the community audio forum was also well-liked by farmers. While they often wanted their questions answered by authoritative sources (NGO workers), they liked listening to the questions that other farmers had, and suggestions from these farmers even if the credibility could not automatically be established.

What did not work? What were the challenges?: 

The pilot has gone well. As Avaaj Otalo expands, here are the challenges that will be have to overcome:

  • Cost. The service is currently toll-free, and DSC pays for all use of the system. As the system grows, however, this is likely to get expensive and unmaintainable. Moreover, demand is bound to change when cost is introduced. So DSC needs to find an appropriate way to distribute costs among farmers, the telecommunications operators, and itself to achieve sustainability.
  • There is also a question of usability as the system and the amount of content grows. As more and more farmers call in, it might become challenging for an individual farmer to listen to his/her question’s answer—he/she would have to wait through all the questions that have been asked more recently—and to find questions that pertain to his locality and growing patterns. Information will need to be categorized and presented in some organized manner.
