Abstract: 

In the context of the rapid growth of mobile phone penetration in developing countries, mobile telephony is currently considered to be particularly important for development. Yet, until recently, very little systematic evidence was available that shed light on the developmental impacts of mobile telecommunication. The Information and Communication Technology for Development (ICT4D) program of the International Development Research Centre (IDRC), Canada, has played a critical role in filling some of the research gaps through its partnerships with several key actors in this area.

The objective of this paper is to evaluate the case of mobile phones as a tool in solving development problems drawing from the evidence of IDRC supported projects. IDRC has supported around 20 projects that cut across several themes such as livelihoods, poverty reduction, health, education, the environment and disasters. The projects will be analyzed by theme in order to provide a thematic overview as well as a comparative analysis of the development role of mobile phones. In exploring the evidence from completed projects as well as the foci of new projects, the paper summarizes and critically assesses the key findings and suggests possible avenues for future research.

Abstract: 

Deficits in physical infrastructure, problems with availability of agricultural inputs and poor access to agriculture-related information are the major constraints on the growth of agricultural productivity in India. The more rapid growth of mobile telephony as compared to fixed line telephony and the recent introduction of mobile-enabled information services provide a means to overcome existing information asymmetry. It also helps, at least partially, to bridge the gap between the availability and delivery of agricultural inputs and agriculture infrastructure.

This paper investigates a series of questions that explore this topic:

  • What kind of information do farmers value the most to improve agricultural productivity?
  • Do mobile phones and mobile-enabled agricultural services have an impact on agriculture?
  • What are the factors that impede the realisation of the full productivity enhancing potential of mobile phones?

The answers to these questions have important implications for mobile operators, for information service providers, and for policymakers. The quality of information, its timeliness and trustworthiness are the three important features that have to be ensured to enable farmers to use it effectively to improve productivity.

The study found evidence that mobiles are being used in ways which contribute to productivity enhancement. However, to leverage the full potential of information dissemination enabled by mobile telephony will require significant improvements in supporting infrastructure and capacity building amongst farmers to enable them to use the information they access effectively.

As mobile penetration continues to increase among farming communities and information services continue to adapt and proliferate, the scope exists for a much greater rural productivity impact in the future.

Abstract: 

We examine the growth of mobile phone technology over the past decade and consider its potential impacts upon quality of life in low-income countries, with a particular focus on sub-Saharan Africa. We first provide an overview of the patterns and determinants of mobile phone coverage in sub-Saharan Africa before describing the characteristics of primary and secondary mobile phone adopters on the continent.

We then discuss the channels through which mobile phone technology can impact development outcomes, both as a positive externality of the communication sector and as part of mobile phone-based development projects, and analyze existing evidence.

While current research suggests that mobile phone coverage and adoption have had positive impacts on agricultural and labor market efficiency and welfare in certain countries, empirical evidence is still somewhat limited. In addition, mobile phone technology cannot serve as the “silver bullet” for development in sub-Saharan Africa. Careful impact evaluations of mobile phone development projects are required to better understand their impacts upon economic and social outcomes, and mobile phone technology must work in partnership with other public good provision and investment.

Adapted from Executive Summary: With the aim of providing developing member countries (DMCs) with better guidance to use information and communication technology (ICT) effectively in education, the Asian
Development Bank (ADB) funded a 21-month regional technical assistance (RETA) in Bangladesh, Nepal, Mongolia, and Samoa. The RETA researched approaches to using ICT in education in ways that succeed in improving teaching and learning and also are sustainable given the region’s development challenges.

The study in Bangladesh, part of the e-Teacher Training component, complements the existing ADB-funded Teaching Quality Improvement in Secondary Education Project (TQI-SEP;2005–2011), which has as one of its objectives, to provide in-service professional development to all serving teachers working in secondary schools recognized by the Ministry of Education (MoE) at least once during the project period. 

The study equipped two subject trainers, a training coordinator, and a cluster of 10 schools with “smartphones”2 (with video, speakerphone, and three-way calling capabilities), for use by 20 Bangla and math teachers in 10 schools of the Barisal region in southern Bangladesh. The existing training curriculum was revised from a 2-week, face-to-face workshop to a 6-week distance-mode training based on printed materials and practical application of training content with peers. The phones were intended primarily to enhance communication, motivation, and multimedia delivery.

The objective of the study was to develop a case study on the use of mobile connectivity in support of distance education and to determine whether:

• it is an effective mode for teacher training and improvement in classroom practice
• it is a suitable mode to reach rural and remote teachers, including women and disadvantaged groups
• it presents other benefits in terms of education administration (including student assessment and costs) and pedagogy.

The study also sought to determine the costs of this model, and the features of the smartphones that would be most useful as a support to distance learning.

There is growing pressure for farmers in countries such as Uganda to accelerate their efforts to commercialize production in the face of increasing market competition from neighboring countries and across the world. To assist farmers, a new generation of low cost market information services is being developed that takes advantage of information and communication technologies such as FM radios, mobile phones, and internet-based communications systems, to enable farmers to monitor and adjust to dynamic market conditions in local, national, and export markets.

Although there is much interest in market information from farmers, other market chain actors, and service providers, there is skepticism from funding agencies to support such services over the long term, due to past failures. This study therefore aims to evaluate how farmers access and use market information to improve their market decision making. It also evaluates whether there are any advantages of collective action in using market information to improve marketing decisions. This is considered an important point of analysis as virtually all extension plans in Uganda currently use farmer groups as key element of their learning and intervention strategies.

Survey results found that all farmers interviewed were able to access market information through radio and mobile phones. In Uganda, up to 94 percent of farmers interviewed owned a radio and 25 percent of farmers owned mobile phones. Up to 52 percent of farmers indicated that receiving Market Information Services (MIS) had a positive impact on their business, and 39 percent stated that it had a lot of impact in terms of decision making and stabilizing incomes.

Abstract: 

We present an innovative approach to healthcare worker (HCW) training using mobile phones as a personal learning environment. Twenty physicians used individual Smartphones (Nokia N95 and iPhone), each equipped with a portable solar charger. Doctors worked in urban and peri-urban HIV/AIDS clinics in Peru, where almost 70% of the nation's HIV patients in need are on treatment. A set of 3D learning scenarios simulating interactive clinical cases was developed and adapted to the Smartphones for a continuing medical education program lasting 3 months. A mobile educational platform supporting learning events tracked participant learning progress. A discussion forum accessible via mobile connected participants to a group of HIV specialists available for back-up of the medical information. Learning outcomes were verified through mobile quizzes using multiple choice questions at the end of each module.

In December 2009, a mid-term evaluation was conducted, targeting both technical feasibility and user satisfaction. It also highlighted user perception of the program and the technical challenges encountered using mobile devices for lifelong learning.

With a response rate of 90% (18/20 questionnaires returned), the overall satisfaction of using mobile tools was generally greater for the iPhone. Access to Skype and Facebook, screen/keyboard size, and image quality were cited as more troublesome for the Nokia N95 compared to the iPhone.

Training, supervision and clinical mentoring of health workers are the cornerstone of the scaling up process of HIV/AIDS care in resource-limited settings (RLSs). Educational modules on mobile phones can give flexibility to HCWs for accessing learning content anywhere. However lack of softwares interoperability and the high investment cost for the Smartphones' purchase could represent a limitation to the wide spread use of such kind mLearning programs in RLSs.

This paper examines the spending behavior of households with mobile phones in rural agricultureal Uganda and whether such strategies such as substitutions have affected the well-being of these community members. According to the findings, rural households are willing to make sacrifces such as travel expenses and store-bought food budget in order to address the expenses of mobile phone services. While gender inequality through exacerbated asset control and mobile phone inexperience drive further digital divide in this village, the proliferation of small businesses development encourages phone ownership for women. Such strategies to afford a mobile phone or mobile phone services are undertaken to help facilitate long-term asset accumulation. For development studies, the analysis recommends a revised form of development thinking in a growing knowledge economy.

Two challenges to successful antiretroviral therapy (ART) scale-up in resource-limited settings (RLS) are human resource and healthcare infrastructure limitations. 

We read with interest the modeling study by Bärnighausen et al. which describes the complexities of ensuring adequate human resources to treat HIV/AIDS (HRHA). The authors suggest that factors needed to achieve universal ART coverage include “changes in the nature or organization of care,” training health workers with skills specific to the developing world to reduce emigration, and developing systems that decrease the number of traditional HRHA required to treat a fixed number of patients.

The Rakai Health Sciences Program (RHSP) PEPFAR-funded ART program has been actively pursuing innovative HIV care strategies that directly address these important points. In 2006, we piloted a novel program utilizing peer health workers (PHW) and mobile phones to monitor patients in a rural ART program in Rakai, Uganda.

Poor farmers often lack credit to purchase agricultural inputs, and rely on their buyers to provide it. This paper considers the effects of mobile phones on traders of perishable foodstuffs operating between Tanzania’s Southern Highlands and Dar es Salaam’s wholesale market, with a particular focus on the importance of credit in the relationship between potato and tomato farmers and their wholesale buyers.

It argues that the ability to communicate using these new information and communication technologies (ICTs) does not significantly alter the trust relationship between the two groups. It also suggests that farmers, in effect, often have to accept the price they are told their crops are sold for – irrespective of the method of communication used to convey this message – because their buyers are also their creditors. In this situation, many farmers are unable to exploit new mobile phone-based services to seek information on market prices, and potential buyers in other markets. Doing so runs the risk of breaking a long-term relationship with a buyer who is willing to supply credit because of their established business interaction.

It is suggested that, under a more open system than currently exists in Tanzania, mobile-payment (‘m-payment’) applications should target these creditor-buyers as key agents in connecting farmers to the credit they so often require.

In this paper we present a study comparing speech and dialed input voice user interfaces for farmers in Gujarat, India. We ran a controlled, between-subjects experiment with 45 participants. We found that the task completion rates were significantly higher with dialed input, particularly for subjects under age 30 and those with less than an eighth grade education. Additionally, participants using dialed input demonstrated a significantly greater performance improvement from the first to final task, and reported less difficulty providing input to the system.

In this paper we present the results of a field study of Avaaj Otalo (literally, “voice stoop”), an interactive voice application for small-scale farmers in Gujarat, India. Through usage data and interviews, we describe how 51 farmers used the system over a seven month pilot deployment. The most popular feature of Avaaj Otalo was a forum for asking questions and browsing others’ questions and responses on a range of agricultural topics. The forum developed into a lively social space with the emergence of norms, persistent moderation, and a desire for both structured interaction with institutionally sanctioned authorities and open discussion with peers. For all 51 users this was the first experience participating in an online community of any sort. In terms of usability, simple menu-based navigation was readily learned, with users preferring numeric input over speech. We conclude by discussing implications of our findings for designing voice-based social media serving rural communities in India and elsewhere.

Background: Survey data are traditionally collected using pen-and-paper, with double data entry, comparison of entries and reconciliation of discrepancies before data cleaning can commence. We used Personal Digital Assistants (PDAs) for data entry at the point of collection, to save time and enhance the quality of data in a survey of over 21,000 scattered rural households in southern Tanzania.

Methods: Pendragon Forms 4.0 software was used to develop a modular questionnaire designed to record information on household residents, birth histories, child health and health-seeking behaviour. The questionnaire was loaded onto Palm m130 PDAs with 8 Mb RAM. One hundred and twenty interviewers, the vast majority with no more than four years of secondary education and very few with any prior computer experience, were trained to interview using the PDAs. Logical checks were performed and skip patterns taken care of at the time of data entry. Data records could not be edited after leaving each household, to ensure the integrity of the data from each interview. A small group of interviewees from the community, as well as supervisors and interviewers, were asked about their attitudes to the use of PDAs.

Results: Following two weeks of training and piloting, data were collected from 21,600 households (83,346 individuals) over a seven-week period in July-August 2004. No PDA-related problems or data loss were encountered. Fieldwork ended on 26 August 2004, the full dataset was available on a CD within 24 hours and the results of initial analyses were presented to district authorities on 28 August. Data completeness was over 99%. The PDAs were well accepted by both interviewees and interviewers.

Conclusion: The use of PDAs eliminated the usual time-consuming and error-prone process of data entry and validation. PDAs are a promising tool for field research in Africa.

During a study conducted in January 2010 by researchers of the Columbia University Mechanical Engineering Department in New York City, approximately 300 farmers were surveyed in rural Mali. Farmers were randomly sampled via standard proportional, stratified, cluster techniques. Data collection took place through the use of HTC G1 smartphones running Google’s Android operating system. The phones were equipped with Open Data Kit (ODK) software; a system that immediately digitizes data for analysis, allows for remote monitoring of the collection progress, and facilitates the gathering of data, eliminating the need for paper surveys and therefore significantly reducing survey times. ODK has the potential for a profound impact on the future of data gathering, particularly in development applications where locations may be remote and budgets tight, yet where mobile phone use is rapidly increasing with the expansion of service
coverage.

Abstract: 

Over four and a half billion people live in the developing world and require access to services in the financial, agricultural, business, government and healthcare sectors. Due to constraints of the existing infrastructure (power, communications, etc), it is often difficult to deliver these services to remote areas in a timely and efficient manner.

The CAM framework has found success as a flexible platform for quickly developing and deploying high-impact applications for these environments. Many of the applications built with CAM have relied on a model where a field worker with a mobile phone regularly returns from a disconnected environment to one with connectivity. In this connected state, the phone and a centralized server can exchange information and get the collected data backed up on reliable media.

We propose extending CAM’s networking model to enable continual operation in disconnected environments. Using a set of heterogeneous paths made available through social and geographic relationships naturally present among workers, we describe a system for asynchronously routing data in a best-effort manner.

Two years ago, Bev Clark, the co-founder of Kubatana.net, was awarded a large grant as part of the Knight News Challenge for Freedom Fone, an open-source software platform for distributing news and information through interactive voice response (IVR) technology.  Freedom Fone was officially launched in late February of this year and has since been downloaded about 200 times, said Amy Saunderson-Meyer of Freedom Fone.

Freedom Fone leverages audio as a mobile function using IVR, a technology that allows a system to detect voice and keyboard input. IVR allows a user to call, enter or say specific numbers, and listen to or contribute audio content.  (Many readers are already familiar with IVR - you’ve likely encountered it when you call a customer service number and are prompted with instructions to press numbers for different issues or service departments.)

Since the launch, Freedom Fone has provided support to specific organizations including Equal Access in Cambodia, Small World News TV, TechnoServe, One Economy Corporation, and Africa Youth Trust.

Recently, Freedom Fone was adapted by two farm radio stations through the African Radio Research Initiative, a 42-month project supported by the Bill and Melinda Gates Foundation and implemented by Farm Radio International in partnership with the World University Services of Canada. The aim of the AFRRI project was to asses the effectiveness and impact of farm radio in many parts of Africa.

Brief description of the project: 

Freedom Fone leverages audio as a mobile function using IVR (interactive voice response), a technology that allows a system to detect voice and keyboard input. IVR allows a user to call, enter or say specific numbers, and listen to or contribute audio content.

Bartholomew Sullivan, a regional ICT officer for AFRRI, was on site to set up Freedom Fone at Radio Maria in Dar es Salaam, Tanzania. It was the first time Freedom Fone partnered with a group outside of its own projects.

AFRRI works with 25 radio stations in five countries in Africa. Stations include private, public, national, and community radio stations with established listeners in varied agricultural zones. Freedom Fone was introduced at two of these radio stations: Radio Maria (a faith-based station that also broadcasts health and agricultural information across the country) in Dar es Salaam, Tanzania, and Volta Star radio (the national broadcaster) in the Volta region of Ghana. Before the project, neither station had an existing IVR system in place and the primary feedback loop with listeners was through written letters.

What worked well? : 

One benefit to Freedom Fone integration at an established radio station is the ability to promote the IVR service. At Radio Maria, the broadcasters relied on the large number of existing listeners to promote and explain the service including the specific local numbers to call. The group created a special jingle and message to promote the competition.

Another thing that worked well was the ability to set up multiple call-in numbers for each of the main local mobile providers in the region: Vodacom, Zain, and Tigo. This allowed listeners to call from their respective networks, making it cheaper.  The group used similar sounding numbers for each of the networks.

The participatory radio campaign approach was to enhance existing systems, not add new content or processes to the farm radio stations. So, Sullivan and others were able to incorporate and adapt Freedom Fone to best match the needs and uses of the listeners.

A more general success for Freedom Fone is the ability to provide an alternative, mobile-based medium for news and information.

What did not work? What were the challenges?: 

The projects at Radio Maria and Volta Star (and specifically in regards to Freedom Fone) were not without challenges and issues, including reliable hardware, cost, human error, power, and training.

One challenge is obtaining high-quality or dedicated hardware. In Tanzania, Sullivan bought a second-hand computer locally to host the Freedom Fone software.  Cost can be an issue with some hardware as well.

Human error is a challenge inherent with Freedom Fone, which ironically stems from the high adaptability of the platform and the ability for control many parameters of the IVR process.

Power is an issue, especially in areas with unreliable power because, “when the computer is off, then Freedom Fone is down,” Sullivan said. Similarly, infrastructure is really important, including having backup power supplies for power outages.

Another issue to incorporating Freedom Fone at established organizations is training.

Finally, another challenge with Freedom Fone was the ability to deal with user error or confusion.

How Mobile Apps Are Shaking Up East Africa

The Swedish International Development and Cooperation Agency (Sida) recently published a report, The Innovative Use of Mobile Applications in East Africa, that provides an overview of the current state of mobile phone applications for social and economic developments in East Africa. The report seeks to answer “what hinders the take-off of m-applications for development in East Africa" and asks what role donors should play.

While mobile phones are the main channel for information in East Africa, with mobile penetration covering over 40% of the population, sustainable, scalable mobile services for social and economic development are limited. The report is supported by secondary data, statistics, and field work carried out in Kenya, Rwanda and Tanzania, along with numerous interviews, meetings and discussions with key stakeholders in East Africa. Major trends in mobile usage, barriers for increased use of m-applications, as well as opportunities for scaling are discussed.

What Mobile Operators in India Have to Do for Useful Rural Expansion

India is a country of villages, with over 70% of its population living in rural areas. For mobile operators, this means future mobile subscribers in the country are going to come from India’s villages.

Between 2002 and 2006, mobile penetration increased by a more than 40% in India (source ITU). Still, rural penetration is low, making up just over one fifth of the total mobile user base in India, as reported by the Telecom Regulatory Authority of India in 2007.  The future of the mobile industry is exanding in rural India, but what do mobile operators need to do to tap into this market?

In 2009, Accenture, a global management consulting company, surveyed 2,400 current and potential rural consumers and interviewed 15 senior-level executives representing the mobile telephony ecosystem. The goal was to understand the needs of rural customers for mobile services and identify the value propositions for rural services by mobile operators.

Practice Chinese Strokes and Learn Characters

Researchers from the Chinese Academy of Sciences, University of California, Carnegie Mellon University and Nokia Research Palo Alto developed two mobile games, Multimedia Word and Drumming Stroke, which aim to help young children in rural China recognize Chinese characters and practice strokes. It is the first known m-game that leverages a mobile learning tool for the Chinese language.

A Mobile Marakothi, a Traditional Children’s Game in India, that Teaches English

In rural India, empirical studies show that children often miss school largely due to family labor, assisting in domestic work at home or in the farm without wages or as hired labor. The authors believe that “Mobile learning can empower poor children to balance their educational and income earning goals,” and so, pursued the development of a mobile game to teach English vocabulary. Mobile phones with the m-game were deployed to children living in rural Uttar Pradesh, India for 26 weeks. The pilot identified opportunities for out-of-school learning, revealed gender influences on m-game usage and surprisingly, showed that m-games traversed caste and village boundaries and facilitated social interaction.

Challenging Assumptions of Mobile Internet Access: The Experience of Women in A Township in South Africa

More and more mobile users are surfing the internet on their phones. For most people in developing countries, there is no plan B – in other words, no PC-based internet access. This study reports the experience of a group of women in Khayelitsha, in Cape Town, South Africa who connected to a mobile-based internet for the first time. In this article, six challenges facing mobile-only internet users in developing countries are identified. The authors propose how to the mobile industry can move forward by keeping the end-users in mind and introduce the concept of “digital divide” that is secondary to mobile access – it’s “after-access”.

Abstract: 

The aim of this paper is to encourage reflection and discussion around the
potential of mHealth in developing countries and to consider how early experiences
can inform the way forward. Toward this aim, I synthesize many reviews and
presentations from the eight years I have been studying the evolution of mobile
phones and health in developing countries. I include observations and discussions
that are now shaping the creation of mHealth as a field, to highlight the ingredients
we need to move from a series of pilot projects and isolated business opportunities
to a full-scale maximization of health-related benefits.

I begin by reviewing the strategic priorities within global health, where mobile
telephony can have the greatest impact, along with organic health-related uses of
mobile phones, and examples of formal mHealth interventions. I then demonstrate
the potential for mobile phones to become an extension and an integral
component of eHealth, describing how information and communication technology
(ICT) can be used in health care, as well as mHealth, as a subset of mServices:
using mobile devices to deliver services such as banking and health. I also show
how trends and interests are converging among key stakeholders within the
mHealth ecosystem, thus forming a foundation on which we can scale up and sustain
more and better mHealth activities. Finally, I present some tactical guidance
for a way forward that will further the objectives of both public health and business,
particularly in outreach efforts to emerging markets, the bottom of the pyramid,
and the next billion mobile phone subscribers.

In 2009, Accenture conducted a research study into the future of mobile industry expansion in rural India. We explored the views of rural consumers—both current customers and non-users—and also interviewed senior-level executives from companies that occupy strategic positions across the mobile telephony ecosystem. The key objective of this research was to understand the value proposition of mobile services to rural customers, and also to see how the
potential to serve rural markets is making mobile network operators re-think key elements of their existing business models.

This first phase of this research consisted of 15 in-depth, hour-long telephone or in-person interviews completed in June and July 2009 with executives in India representing mobile operators, handset manufacturers, passive and active telecom infrastructure providers, technology enablers/application providers, and content developers and aggregators. Additionally, in association with an independent research company, Accenture conducted an exploratory qualitative study using a focus group discussion methodology. The focus group invitees included primary wage earners, homemakers and students from rural areas.

For the second phase of the Accenture research, more than 2,400 rural citizens in India were surveyed—802 current mobile customers and 1,634 non-users— to gain a broader understanding of what customers value most in mobile devices and services. The insights drawn from this research can help mobile network operators evolve their business models, and can support more effective design of profitable packages for rural consumers
