Abstract: 

Mobile phones are approaching ubiquity in Pakistan. Allowing low cost access to community members across class, linguistic and geographical boundaries,  the mobile phone can be an effective tool to communicate with ordinary people in Pakistan, as well as to learn from them, and even collaborate with them. This guide provides a research-driven and practical guide for using SMS  to  do  so.  It  is  intended  for  both  Pakistani  and international institutions, whether in government, civil society or the humanitarian sector. It represents the findings of its authors only, and, it is hoped, is the first draft of a collaborative document, to which many of its readers might contribute.

This document is intended to provide an understanding both of the range of technical options available for SMS-based communications, and of the ways  in  which  campaigns should be conceived and executed in light of the scope and character of both SMS use and phone use in Pakistan.

It also makes the argument that SMS provides an opportunity to do more with mobilebased communications than simple announcements and polling, useful activities though they are. It argues that the conversational nature of SMS, in Pakistan and elsewhere, allows

Abstract: 

The Swedish International Development and Cooperation Agency (Sida) recently published a report that gives an overview of the current state of mobile phone applications for social and economic developments in East Africa. Drawing on successful adoption of mobile applications in the Philippines, this Sida report seeks to answer “what hinders the take off of m-applications for development in East Africa and what role donors play in the process.” While mobile phones is the one of the most widely accessible gateways for information in East Africa, with mobile penetration covering over 40% of the population, sustainable, scalable mobile services for social and economic development are limited. The report is supported by secondary data, statistics, and field work carried out in Kenya, Rwanda and Tanzania, along with numerous interviews, meetings and discussions with key stakeholders in East Africa. Major trends in mobile usage, barriers for increased use of m-applications, as well as opportunities for scaling are discussed.

Mobilisr is an open source mobile messaging platform. It is a Web-based system that allows you to manage communications via mobile phone using a range of mobile technologies: broadcast SMS, interactive keyword SMS, SMS subscribe and unsubscribe, static USSD, and interactive USSD. Future releases will include interactive voice recording (IVR), location-based services, WAP and voicemail push (where a recorded voicemail is sent to people's phones).

Examples of how these can be used include: bulk SMSs sent to patients at an ARV clinic reminding them to take their medication; and interactive USSD used to gather patient feedback on service quality.

Mobilisr allows for tracking of 'campaigns', so you can monitor how many messages have been sent and to whom, which facilitates easier reporting.

FrontlineSMS: A MobileActive.org Review

In our ongoing reviews of mobile tools focused on the NGO sector, here is our latest edition: A review of FrontlineSMS, the much-written-about desktop SMs bulk messaging tool. We take a look at some use cases, outline technical considerations in using Frontline, and describe the tests that we ran.

From the review:  

Firstly, and most importantly for many users, FrontlineSMS provides a simple way to send and receive SMS on a laptop or desktp, with contact management and grouping ability for bulk messaging.   Provided installation comes off without a hitch and you are using a supported phone, this should allow new users to get started quickly, after which they can explore some of the more advanced functionality.
