Sometimes the most effective systems are the simplest, and you don't need a big budget for many types of SMS campaigns.

Mobile tech as a tool for social development is makling the front pages in 2009. They are hyped as panacea for global issues such as rural health in developing countries, poverty alleviation, making rural markets more efficient, and activism. 

We have been working in this field since 2005, leading the industry analysis on mobiles for development and social change. While we agree that mobile phones are revolutionizing the developing world, we think it is time to take a very honest and realistic look at the promises of mobile tech for development and social change, and where these promises are falling short -- and of, course, why, and what to do about that.

If we imagine Washington Irving's Rip Van Winkle falling asleep in a developing nation in 1998 and awaking today, it's likely that he'd be fascinated and surprised by mobile phones. When Rip went to sleep, only a few hundred million people had access to mobile phones, and most lived in wealthy nations. A decade later, the ITU sees 4.1 billion mobile phone accounts, two-thirds of them in the developing world. The changes brought by mobile phones are both subtle and omnipresent - mobile phone numbers painted above shop doors allow merchants to untether from their stalls; carpentry ads scrawled on road signs turn a craftsman with a phone into an independent, mobile business; secure money transfers from abroad pay the village school fees that grant a child an education.

The rise of the mobile phone has challenged many of the predictions about information in the developing world offered by information and communication technology for development (ICT4D) specialists. Instead of embracing community solutions that offered shared access to information, many poor people have been willing to pay large sums (as Steve Song and others have documented, sometimes more than 50% of their disposable income) for personal access to communication tools. Presented with a model that extends connectivity into some poor communities without government subsidy, often turning a profit, the development community is rightly looking for ways to build tools for economic and community development on top of these platforms.

While we are wise to embrace the successes of the mobile phone platform, we need to think carefully about the implications of a mobile-based communications future in the developing world. Much of the thinking about ICT4D has focused on the benefits of the internet, an open, decentralized platform that's different from mobile phone networks in critical ways. It's unclear that some of the emergent behaviors we've celebrated on the Internet can be easily replicated in a mobile-centric world.

A Global Wake-Up Call

At 12:18 p.m. today, thousands of mobile phone alarms went off all over the world.

"It creates a ringtone symphony, and people find each other," said Ben Wikler, spokesman for advocacy group Avaaz.org. "Then they simultaneously call government offices."

The alarms, and subsequent phone calls, were meant to draw attention to climate change legislation on the eve of the United Nations Climate Summit, held this week in New York City.  At each event, a flashmob of people all set their phone alarms for 12:18, held their phones above their heads when the alarms went off and then found the other participants.  Flash-mobbers then used their phones to take pictures, and called government offices. There were about 1500 flashmob events in 130 countries, said Wikler.

"It's a global climate wake-up call," said Wicker.  Although the event that Wikler attended, in New York's Union Square, had only about 30 attendees, an event in India had more than 1300.

ICT4D – the application of information and communication technologies for international development – is moving to a new phase. This will require new technologies, new approaches to innovation and implementation, new intellectual perspectives and, above all, a new view of the world's poor. All these must be understood if we are to harness digital technologies in the service of some of our world's most pressing problems.

This paper explains the phase change – from "ICT4D 1.0" to "ICT4D 2.0" – and its implications. The background to these phases is reviewed, charting the logic and chronology of applying ICTs in developing countries. The implications of the phase change are then analysed.

First, in terms of new technology and application priorities. Then, in relation to new models of innovation we may need to embrace: from laboratory to collaborative to grassroots innovation. Next, in relation to new implementation models for funding, managing, and applying digital technology. Finally, the paper looks at necessary new worldviews to guide our thinking and our policies in this field; integrating perspectives from computer science, information systems and development studies. Mobile phones are a crucial mode of communication and welfare enhancement in poor countries, especially those lacking an infrastructure of fixed lines. In recent years much has been written about how mobile telephony in Africa is rapidly reducing the digital divide with developed countries. Yet, when one examines the evidence it is not at all clear what is really happening. In one country, Tanzania, for example, some observers point to the fact that 97% of the population lives under the mobile footprint, while others show that ownership is very limited. These extreme values prompted us to review the situation in Africa as a whole, in an effort to discover what is really going on.

Even though the article is from 2007, the content is still extremely relevant. The authors write: This paper accordingly seeks to clarify the conceptual confusion that underlies the grossly different estimates of the extent to which mobile telephony exists on the continent. To this end we employ a framework that distinguishes between mobile phone subscribers, mobile phone owners, mobile phone users, those who benefit from usage and those who have access to this technology. This classification, we feel, will provide the reader with a better understanding of the state of mobile telephony in Africa and will have important implications for the type of data that are needed, but at present are unavailable. The categories that are identified, moreover, help us better to understand different views as to the extent of the digital divide in mobile phones between Africa and the rest of the world."

Greenpeace's first use of SMS in India was as a fundraising tool.  As part of a campaign to encourage people to plant trees, Greenpeace India sent out text messages offering free saplings.

The objective of the campaign was to increase productivity from Greenpeace India's recruiters (paid fundraisers) and thus increase financial support to the organisation. Before the SMS lead generation campaign, GPI used a simple direct dialogue (face to face) method of fundraising that involved stopping people in the street and requesting their time to present the aims of the organisation with the goal of recruiting them as a financial supporter.

Using this method, only 17% of people approached agreed to listen to the presentation, and of these people only 10% would then go on to sign up as financial supporters. The average productivity of each recruiter was 0.45 sign ups per day. Those requesting saplings were personally visited by a recruiter and asked to make a donation. So far it has been possible to make three such visits per day, with a conversion rate above 25 per cent.

Brief description of the project: 

The SMS lead generation campaign is a filter mechanism designed to source ‘warm prospects’. An SMS text message was sent to 56,137 people, all qualified as potential warm prospects with an interest in environmental issues. It said “Hi, don’t you wish your city was cleaner ‘n’ greener? Begin by planting a free sapling offered by Greenpeace. Reply GREEN to 6363 to get your free sapling. Sender Greenpeace’.

The text message was sent  to  the mobile phones of prospects in and around the region of Bangalore and Pune. The offer to receive a free sapling fit well with Greenpeace’s objective to improve the environment and it allowed recipients to feel they are actively involved in combating the problem. Take up was much higher than expected.

This approach significantly increased the return on investment and introduced new donors at a high (25 per cent) conversion rate. It exceeded all expectations in terms of responses to the SMS, doubled the productivity of recruiters and increased the number of financial supporters recruited. Greenpeace is still seeking a more effective system to reduce travel time so that recruiters can approach more people each day. Greenpeace also found from this test that it is vital to respond quickly to interest  – within two days or interest will be lost.

Apps that "Phone Home:" iPhone Apps and Palm Pre Report Private Data

As smartphones proliferate around the world, we ought to remain cognizant of what information we share on those phones with applications, application developers, advertisers and marketers. Phones are incredibly personal, always on, and always with most of us. As a result, they can reveal sensitive information.  In fact, it is time for smartphone users to put pressure on application developers, platform providers, and eventually legislators to protect private and potentially sensitive information.

The Electronic Frontier Foundation recently published a paper on locational privacy. Because smartphones know where we are (using GPS, and if not, using applications such as Google’s My Location service), they can reveal a lot of information about activities, patterns of behaviour, and relationships we have.

A Lightweight SMS Gateway on a Stick: Slingshot SMS

Our excellent and long-time MobileActive.org friends over at Development Seed have released a new light-weight open source SMS gateway that can run on a laptop or a USB stick.

From Development Seed's Tm McWright: "Using an GSM modem or cellphone, SlingshotSMS will send and receive text messages on behalf of your web application. It builds on the work of pygsm, an excellent Python library for dealing with AT-compatible modems. What this means is that SlingshotSMS is compatible with Mac, Windows, and Linux, and can interface with a wide range of GSM modems and cell phones - including many sub-$200 field-ready modems like the one we used for testing when we were field-testing last week as part of our participation in Camp Roberts experimentsAll code is available on github.

Imagine this scenario: A woman in Johannesburg, South Africa, stands at the fish counter in her local supermarket and texts the name of a fish to a phone number. Within seconds, she receives back information via a short text message informing her whether the fish is legally and environmentally harvested, and advising her whether “to tuck in, think twice or avoid completely.”

The shopper is using FishMS, a text messaging-based service that provides point-of-sale information about the impact of fishing on fish stocks, enabling consumers to make informed choices about the seafood they purchase. Infolines provide valuable, just-in-time information, but in the end their real potential is how they change behavior based on the information, and result in concrete actions by consumers and constituents. Infolines can also be a good hook to get people to join your mobile list.

Abstract: 

When information is limited or costly, agents are unable to engage in optimal
arbitrage. Excess price dispersion across markets can arise, and goods may not be
allocated efficiently. In this setting, information technologies may improve market
performance and increase welfare. Between 1997 and 2001, mobile phone service
was introduced throughout Kerala, a state in India with a large fishing industry.
Using microlevel survey data, we show that the adoption of mobile phones by
fishermen and wholesalers was associated with a dramatic reduction in price
dispersion, the complete elimination of waste, and near-perfect adherence to the
Law of One Price. Both consumer and producer welfare increased.
