A recent radio poll at Sanyu FM in Kampala, Uganda, asked listeners what area of service delivery should be a priority: healthcare, education, security, sanitation, or transport. Using a new tool, TRAC FM, the station was able to solicit comments via SMS from listeners, discuss the issue on the air, and create and post online visualizations of the responses. The station received 103 SMS responses which showed that healthcare was the major concern for listeners, which accounted for 65% of responses.

With help from Text to Change and in partnership with local media organizations, TRAC FM provides citizens in Uganda with a platform to monitor, scrutinize, and discuss public service issues via SMS, radio, and online data visualizations. It does this via the TRAC FM software, a tool for Ugandan radio stations that is partially built on RapidSMS, an open source platform originally developed by UNICEF.

Target audience: 

TRAC FM software is installed and used by radio stations. The target audience for participation is all listeners of a given radio station, as well as anyone who engages online with the station.

The TRAC FM software levarages local languages well. It also uses a multi-platform approach (radio, mobile/SMS, and online) to engage a wide array of people. The software is flexible -- it can be adapted to fit into the existing programming at a station. Recognition functionality helps automate and ensure that most responses are accounted for. 

What did not work? What were the challenges?: 

Dijkstra said that one of the biggest challenges thus far has been streamlining the process with different parties involved in the process of running a poll.

In this paper we argue that mobile banking offers the opportunity to diminish the financial exclusion suffered by the poor by offering access to credit and to savings which are key tools capable of transforming the livelihoods of the poor as well as the efficiency of the market. However, mobile phones need a complete ecosystem that supports its application to a functioning mobile banking service.

 

The aim of this paper is to contribute to existing knowledge of mobile money across the value chain by providing insight into the mechanisms of m-money, the value propositions within the business of m-banking and what is preventing its swifter adoption and usage in the developed world. We develop a taxonomy of the key drivers of the business model which provides insights for assessing the replicability of these models in other countries. We focus on models developed in Kenya and the Philippines and explore what is lacking for a widespread adoption in Latin American countries, such as Mexico, in order to observe what is preventing the creation and usage of m-money models for the BoP.

Abstract: 

At the UN Millennium Summit in September 2000, world leaders adopted the Millennium Declaration, committing nations to a new global partnership to reduce extreme poverty and address pressing challenges of hunger, gender inequality, illiteracy, and disease. The year 2015 has been affirmed as the deadline for reaching these Millennium Development Goal (MDG) targets.

 

The goal is to show how an integrated approach to community-level development can translate the international MDG agreements into ground-level breakthroughs throughout rural sub-Saharan Africa. Villages are located in deeply impoverished rural areas that were considered hunger hotspots—with at least 20% of children malnourished. Sites were selected to reflect a diversity of agro-ecological zones, representing a range of challenges to income, food production, disease ecology, infrastructure, and health system development.

 

The Millennium Villages Project is a ten-year initiative spanning two five-year phases. The first phase focuses on achieving quick wins, especially in staple crop production and disease control, and on establishing basic systems for integrated rural development that help communities escape the poverty trap and achieve the MDGs. The Project involves the coordinated community-led delivery of a locally tailored package of scientifically proven interventions for agriculture, education, health, and infrastructure. Over the first five-year phase, interventions are delivered at a modest cost, totaling approximately $120 per capita per year, of which MVP brings about half to complement funds from the host government, the local community, and other partners. The second five-year phase will focus more intensively on commercializing the gains in agriculture and continuing to improve local service delivery systems in a manner that best supports local scale-up.

Featured Research: Mobile Phone Appropriation in the Favelas of Rio de Janeiro, Brazil

A research study on the role of mobile phones in the slums (favelas) of Rio de Janeiro investigates the power structures of how mobile phones influence social interactions and values among favela residents. Written by Adriana de Souza e Silva, Daniel M. Sutko, Fernando A. Salis, and Claudio de Souze e Silva, "Mobile Phone Appropriation in the Favelas of Rio de Janeiro, Brazil" offers a new perspective on the role of mobile phones in low-income areas. The authors point out that Brazil is in a unique position as it has both high-income and low-income residents living in very close proximity. They say:

Studies of developing countries often exclude Brazil because the  country is considered an upper-middle income economy by the World Bank (Donner, 2008), but this classification ignores Brazil’s extremely uneven income distribution (UDNP, 2008), which results in roughly 10 percent of the population earning 46 percent  of the overall income, while 50 percent makes only 13.3 percent (IPEA, 2005: 52).  Despite this income distribution, there are about 203 million cell phones in Brazil (as of December 2010), making Brazil the fifth largest country worldwide in terms of cell phone absolute numbers, with a 104 percent cell phone penetration rate (Teleco, 2011).

The study's focus on favela residents looks at how mobile phones play a role in both low- and high-income populations.

The study brought together 15 residents from three different Rio de Janeiro favelas (Jardim America, Vidigal, and Mangueira) to discuss how they use mobile phones and how mobile phones are viewed in their communities. The authors highlighted that favela residents live off-the-grid in Brazil; they do not pay taxes and do not receive social services like electiricity, water, or landline phone services. Because the government does not provide infrastructure for the residents, a "parallel" market has sprung up in which favela residents appropriate services from higher-income neighborhoods and redirect them to the favelas. The authors report:

Because favela residents are precluded from corporately legitimized cell phone ownership, they have developed illegal yet easy means for procuring phones while legally avoiding the cost of service and subverting service providers. The clearest example of illegal procurement is the existence of the parallel market: not one interviewee purchased a phone in a store. Phones were either received as presents or purchased from someone in the favela.

The researchers also found that despite Brazil's high phone penetration rate (104%), most of the respondents shared phones among friends and family members. The study participants all indicated that obtaining mobile phones legally was very difficult due to three main barriers: finances, comfort with technology, and difficulty of ownership. The respondents reported that buying a new phone from a legitimate store was out of their price range, signing up for payment plans required a high level of technological savvy, and that the frequent threat of phone theft meant that holding on to a phone in the favelas was difficult.

The paper also researches "diretão," a system of defrauding service providers (which is especially popular among favela drug dealers as it allows them to communicate for free and off-the-grid):

Diretão, as explained by the interviewees, is a phone illegally provided by service provider employees with a special SIM card that allows the user to freely call anywhere in the world for three months. The catch is that, for each individual call, after ten minutes, cell position can be triangulated by the provider, which results in disabling the diretão, and possibly capturing the service thief.

The study is an interesting look at how mobile phones play a role in favelas, and how low-income populations adapt mobile phones to fit into their communities.

The Fair Mobile Index aims at communicating the real value of mobile voice services and at comparing differences in mobile voice services value across the African continent. It allows for the comparison of mobile services tariffs in all African countries in relation to the value of a widely used commodity with which citizens are likely to be familiar such as cooking oil, sugar or tea.

FrontlineSMS is a software platform that enables structured communication via text messaging, using only a computer and a mobile phone or GSM (Global System for Mobile) modem. The platform enables two-way messaging between users and groups of people via mobile networks without the need for an Internet connection.

The purpose of this guide is to provide users with a framework to understand, analyze, and address the vulnerabilities, risks and threats that can affect the integrity of the information communicated through the FrontlineSMS platform. That said, mobile networks are inherently insecure and end users are only able to mitigate, as opposed to prevent, a significant number of the possible threats to data integrity. While there are a large number of ways that user information can be lost, altered, stolen, changed, or read by third parties, this guide focuses on the ways that users experience information corruption and steps that they can take to mitigate individual threats. This guide is intended to be a useful resource and framework, but is not intended to be comprehensive or prescriptive.

Users and potential users have different needs for protecting sensitive information. The goal of this guide is to outline the actions that can be taken to mitigate the risks posed by information being lost, changed or read by unauthorized third parties. However, it is important to recognize that FrontlineSMS may not be an appropriate tool to use in some environments where data integrity needs go beyond the capabilities of the platform and SMS itself, and that incautious use may put the organization, program and users at risk.

FrontlineSMS does not define the exact details of how users should deploy the software or address issues of data integrity. Users should evaluate their individual program goals, standards, and operating context to decide on the steps that should be taken to protect the integrity of their information

This report for mHealthEd 2011 at the Mobile Health Summit focuses on the effectiveness of mHealth Education applications, analyzing at length the first wave of projects and the steps to be taken into consideration for further initiatives.

 

The first wave of mHealthEd applications for health workers – most introduced within the last 4 years and some of which are 7 presented in this report – include ones which enable workers to learn new treatment procedures, test their knowledge after training courses, take certification exams remotely, look up information in medical reference publications, and trade ideas on crucial diagnostic and treatment decisions. It is too early to test for impacts on health outcomes, but projects suggest that mHealthEd applications are improving the provision of care and levels of knowledge. Improved training can also increase job satisfaction and reduce attrition rates for healthcare workers.

Mobile Stats for Africa: Video Report on the Growth of Mobiles

The Praekelt Foundation, a South African organization that runs several mobile-based programs in South Africa, recently produced a catchy video infographic of mobile statistics for Africa. Looking at accessibility, growth, and usage, the video gives a good look at how mobiles have taken off in in the continent of Africa.



The video covers a lot of facts about mobiles, from a breakdown of the rapid growth of mobile phones compared to other forms of media (like radio and television) to the huge drop in price points (the first mobile phone cost US $3995 in 1973 compared to roughly US $15 for certain models today). Some facts from the video:

  • "Today the number of SMSs sent and received everyday exceeds the population of the planet"
  • "In 2002 there were 49 million cellphones in Africa, now there are 500 million"
  • "In Africa, over 95% of mobile users are pre-paid subscribers"

The video also covers other uses of mobile phones such as Please Call Me messages (in which pre-paid mobile users who have used up their airtime send a free message requesting a call back from whomever they want to speak to) and mobile payments, reporting that almost 11% of Kenya's GDP goes through the M-PESA system. M-PESA, a mobile money transfer system, registers almost 10,000 new people each day to use mobile phones to transfer money credits.

Abstract: 

This qualitative case study describes the social appropriation of mobile phones among low-income communities in Rio de Janeiro (Brazil) by asking how favela (slum) residents appropriate cell phones. Findings highlight the difficulty these populations encounter in acquiring and using cell phones due to social and economic factors, and the consequent subversive or illegal tactics used to gain access to such technology.

 

Moreover, these tactics are embedded in and exemplars of the cyclic power relationships between high- and low-income populations that constitute the unique use of mobile technologies in these Brazilian slums. The article concludes by suggesting that future research on technology in low-income communities focus instead on the relationship of people to technology rather than a dichotomization of their access or lack thereof.


The March of the Little Green Guy: $80 Android Phones in Developing Countries

This year, Chinese company Huawei launched an $80 Android phone, the IDEOS, through Kenyan telecom Safaricom. According to sources, the phone has sold over 350,000 units in Kenya, “a staggering statistic considering nearly half of Kenya’s population lives on less than two dollars per day.”

We thought it important to take a closer look at this relatively low-cost device and the larger issues and questions that arise from it.

The goal of the project was to create a baseline map of water points in Liberia, using data collected from the Android mobile application FLOW.

Brief description of the project: 

The Water and Sanitation Program (WSP), working with UNICEF and USAID, assisted the government in mapping improved water points in rural Liberia, as well as sanitation in nearby schools, using FLOW. The purpose was to gather information for investment planning, in connection with the preparation of a poverty reduction strategy.


A total of 150 local enumerators were trained in using FLOW-equipped Android phones, provided with motorbikes, and sent out across rural Liberia. Approximately 7,500 improved water points were mapped.

Target audience: 

The target audience is the government of Liberia, as the collected data on water points will be used to assess the areas and regions that need water service improvements most immediately.

The project mapped roughly 7,500 water points in a one-month time period, with a group of 150 contributors participating in the project.

Using mobile phones allowed the data to be automatically mapped using GPS, saving time and eliminating potential transcription errors.

Some challenges included:

  • limited electricity, which made chargine the mobile phones difficult
  • limited network connectivity, which meant that the data collectors had to sometimes come into the office to transfer the data rather than sending it from the field

And, we are back! Today's Mobile Minute brings you coverage on cross-platform mobile messaging, increased network usage rates for MTN Uganda subscribers, strategies for implementing mobile money programs in post-conflict/disaster areas, and a demographic breakdown of U.S. smartphone users.

  • ChatON, a new, cross-platform mobile messaging service from Samsung, brings texts, group chats, and multimedia sharing to a variety of handsets and operating systems. According to Samsung, the messaging service will work on both feature phones and smartphones, and will operate on a variety of platfroms including Android, Apple, and RIM/BlackBerry. 
  • On September 1st, MTN Uganda announced an increase of up to 100 percent of their network usage prices. The International Business Times reports, "MTN has increased the rate it charges customers for calls to another network by a third to 4 shillings a second while those for calls across its own network will double to 4 shillings. The changes take effect this weekend." The company says this was done to account for an increase in operating costs and as a response to inflation in Uganda.

Somalia is suffering through its worst drought in 60 years, and people are fleeing the famine and conflict. A large number of Somalians already live in diasporas across Africa, Europe, and North America. A new service from Voice of America’s Somalia Service and AudioNow makes it easier for Somalians in the United Kingdom to listen to coverage of the drought and other audio news updates, via a basic mobile phone. 

“You have a well-educated, motivated, and mobile population that is willing to dial up and listen to radio broadcasts on their mobile phones,” said Steven Ferri, Web Managing Editor of VOA in Africa.
